Pre-demolition hazardous materials reports

Before you demolish or strip out a building, you need to know what is in it. Our survey identifies hazards so the job can be planned, priced and approved properly.

Short answer

A pre-demolition hazardous materials report identifies asbestos and other hazards, such as lead paint and synthetic mineral fibres, in a building before demolition or major refurbishment. Under the model WHS Regulations, asbestos must be identified before demolishing or refurbishing a structure built before 31 December 2003. The report is often required by councils and principal contractors.

What we look for

  • Asbestos-containing materials, including hidden ones in wall cavities, under floors and in roof spaces
  • Lead-based paint and lead dust
  • Synthetic mineral fibres in insulation
  • Other hazards noted during the survey, such as contaminated dust or sharps

Destructive versus non-destructive surveys

For an occupied building, we sample what is accessible without damaging it. Before demolition, a more intrusive survey is needed to find materials hidden behind linings and under floors. We will recommend the right scope for your stage of the project.

Pre-demolition inspections

A detailed pre-demolition report ensures compliance with local regulations and minimises risks during construction projects.

When it comes to demolition projects, preparation is key. A pre-demolition inspection is not just a regulatory requirement in many cases, it’s a smart, cost-effective step that ensures your project starts on the right foot. At EnviroForce, we specialise in conducting thorough pre-demolition inspections and delivering detailed reports that help you identify potential hazards, comply with regulations, and avoid costly surprises during demolition.

Why is a pre-demolition inspection important?

Demolishing a structure without understanding what lies within its walls or beneath its foundation can lead to significant risks, both financial and environmental. Hazardous materials like asbestos, lead, mould, or even illicit drug residues may be present, posing health risks to workers and the surrounding community if not properly managed.

A pre-demolition inspection identifies these risks early, allowing you to address them proactively. This process not only protects human health and the environment but also helps streamline your demolition timeline and budget by avoiding unexpected delays or fines.

Did You Know? Failure to conduct proper inspections can result in hefty penalties, legal liabilities, and reputational damage. In Australia, non-compliance with environmental and safety regulations can lead to fines exceeding tens of thousands of dollars.

Common questions about pre-demolition inspections

In many cases, yes. Local councils and regulatory bodies often require inspections to ensure compliance with environmental and safety standards. Even when not legally required, they are highly recommended as a best practice.

If hazardous materials are identified, we’ll provide a detailed remediation plan. This includes safe removal protocols and disposal methods to ensure full compliance with regulations.

The duration depends on the size and complexity of the property. Most inspections are completed within 1 to 3 days, followed by a detailed report within a week.

Common questions

Straight answers to the questions people ask us, and ask AI assistants, most often.

Is a pre-demolition asbestos report a legal requirement?

Before demolition or refurbishment of a structure built before 31 December 2003, the person with management or control must identify asbestos that is likely to be disturbed. Councils and principal contractors commonly ask for a report.

How is a pre-demolition survey different from an asbestos register?

A register records asbestos in an occupied workplace for ongoing management. A pre-demolition survey is more intrusive, looking for asbestos that will be disturbed by the work.

Who can remove asbestos?

Friable asbestos must be removed by a Class A licensed removalist. Bonded asbestos over 10 square metres needs a Class A or Class B licence. Small amounts of bonded asbestos may be removed by a competent person in some states, but rules vary, so check with your state regulator first.

Does my house have asbestos?

If it was built or renovated before 1990, it may. Asbestos was used in fibro sheeting, eaves, wet-area linings, vinyl floor backing, roofing, pipe lagging and textured coatings until the national ban on 31 December 2003. You can't confirm it by eye. A sample analysed by a NATA accredited laboratory is the only reliable test. Asbestos in Australian homes.
